Rules of Order: Motion to Amend


Motion to Amend is a rule that the senior class struggled with a bit, because of the complication of it.  I gave credit on the quiz if you were anywhere near correct or showed some understanding of the process.  Please review it. I also did not lower anybody's assessment based on question three regarding Motion to Lay on the Table.   If you did get this right and you were able to get the other two questions correct, you earned an AE.


9. Motion to Amend           Yes                              Yes                              Majority
  • write out the amendment and submit it to the chair      
  •  motion to amend, get a second, and vote (majority)
  • the chair reads the amendment to the membership
  • the chair asks the authors if it is friendly or unfriendly
  • If friendly, then the amendment is accepted and general debate resumes, if unfriendly then debate switches to amendment debate
  
  • Amendment Debate = 1 pro 2 min/ 1 con 2 min (mini structured debate), 1 pro 2 min/ 1 con 2 min - general debate on amendment only.  Motion for the previous question is needed to end discussion on amendment debate, then a vote on the amendment. Majority passes the Amendment.
